I. Global Economic Prospects
1. Ministers welcome the continued global expansion, which is
underpinned by generally supportive macroeconomic policies and benign
financial conditions. They note that the expansion is driven mainly by
strong growth in the United States, China, and most emerging market and
developing countries. Ministers expect continued positive global growth
in the near term, although they observe that its pace has moderated and
that the balance of risks appears to be tilted to the downside. Key
risks include the increasingly unbalanced nature of the global
expansion, a tightening of financial market conditions, and a sharp
increase and volatility in oil prices. Ministers also express concern
about the widening global current account imbalances, which increases
the risk of disruptive movements in the exchange rates of the major
currencies and in interest rates. They value the stabilizing role that
oil-exporting countries play in the oil market and underscore the
importance of closer cooperation between importers and exporters to
promote market stability.

I. GLOBAL ECONOMIC PROSPECTS
1. Ministers welcome the continued strengthening in global growth
prospects, but note that significant downside risks remain, including
ongoing large payments imbalances, the move toward a higher interest
rate environment, the volatility of oil prices exacerbated by
downstream supply constraints, and serious geopolitical concerns.
Moreover, while economic growth has become increasingly broad-based,
some regions continue to lag behind. In particular, growth in
sub-Saharan Africa, while improving over the recent period, remains at
levels inconsistent with achieving sustained poverty reduction and
reaching the Millennium Development Goals (MDGs).

stronger international cooperation and support. We met today to assess
progress based on the first Global Monitoring Report. We
welcomed the report which provides a good basis for our yearly review.

I. GLOBAL ECONOMIC PROSPECTS
1. Ministers welcome the strengthening
in global growth prospects, but note that the recovery faces some
significant downside risks, such as massive payments imbalances, an
impending transition to a higher interest rate environment, and
persistent geopolitical concerns. They note that while economic
activity has strengthened in several regions, the gains have been
unevenly spread, with growth in sub-Saharan Africa in particular
falling well short of the requirement for achieving sustained poverty
reduction and reaching the Millennium Development Goals (MDGs).

The Doha and Monterrey declarations have been landmarks in the fight
against poverty. A central message is that aid and trade must go hand
in hand if the opportunities of globalization are to spread to the most
needy-the one billion and more of humankind living in absolute poverty.
Ensuring that poor people have every possible chance to participate in
trade, and directing our assistance to enable them to do so, is not
